Little is known about this Mark Collins collection, but I am assuming it is from the country Belize, based on the name. Mark had it listed on his website with a "t" in the spelling, but I am listing it here as "Belize". It has a Costus scaber type flower but the yellow bracts make it distinctive. It is possibly a hybrid of C. scaber and something else, but the actual collection location is not known.
I have never tested it for hardiness but chances are it will turn out to be hardy to about zone 8-B based on its similarity to the standard Costus scaber.
