This species name was listed by Paul Maas as a synonym of Costus laevis (as previously interpreted), but the herbarium specimen is very poor and hard to interpret. In 2017 I went to the type locality in southern Bolivia and searched for it at the locality listed, Rio Juntas in Cochabamba. I found a plant along the roadside that I thought to be consistent with the specimen, and it is not at all like any form of the previous Costus laevis. Photos of this plant can be found on Inaturalist at Specimen at NYBG Herbarium -

Image: Available at - Costus pulcherrimus Kuntze (Holotype)

I collected seeds from an adjacent terminal flowering plant that I thought to be this same form but when the seeds germinated and grew, it produced red-orang flowers instead of yellow flowers, so it may have been a hybrid of Costus beckii, which is also growing along that roadside.
